" when everyone at your belt level is relieved that you have been promoted. but more important, the people at the next rank are even more excited because a guy of a lower belt was giving them a run for their money everyday. thats how you know its time." in royces schools he is know for the extra amount of time it takes to be "ready"
I'm not trying to start a fight with anyone but I disagree. There should be formal testing because jiujitsu is an art and black belts don't become black belts just by being good at white belt level technique. Being a very technical practitioner it was hard to see a partner of mine get his blue belt before me when I had 3 years of technique over him and an extra year in the youth class before he started, all because he could beat me. My instructor thinks tournaments are worth alot of training, which I understand but 5 solid years of dedication is worth less than a few tournaments?
